How does Q Continuum System fit in with regard to HIPAA compliance regulations?
Q Continuum System uses a multi-dimensional security model. Security is enforced at multiple levels of the application. Standard database security is supported, as well as a sophisticated presentation level security module that supports user interface security profiles at the level of each object (screen, view, grid, etc,) and field. A separate authorization set is implemented using business rules security (e.g. when a user can access data, or what client circumstances allow access by a user). The Q Continuum System system administrator creates the user profiles used in Q Continuum System.
An unlimited number of security profiles can be created. Users, both internal and external, are assigned to a security profile group. Thus, users in one department can be limited in accessing data belonging to another department. Individual Q Continuum System screens can be enabled for one department, but disabled for a different department.
The business rules security layer is critically important to sharing data with providers. Through Q Continuum System's authorization mechanism, providers are given access to view client data, but cannot change it. The only data that providers have access to change is service unit data (for billing purposes), certain comment fields, and case notes created by the provider agency.
In a healthcare or human services environment it is also very important to consider the latest federal security and confidentiality requirements proposed under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Q Continuum System is currently being run at several hospitals in North Carolina and has been internally certified by the facilities as HIPAA compliant. Mack continues to monitor the changes to this important legislation and will continue to support the HIPAA requirements as they evolve.
